The Equal Opportunity Commissioner is able to initiate programs and inquiries to investigate discrimination and to recommend programs to address such discrimination.
Substantive equality recognizes that policies and practices which on their face maybe non-discriminatory but which do not respond to need, can in fact result in inequalities that can be unlawful.
